Aquila Cubed Consulting, LLC (Aquila³) is a Native American, Woman-Owned, Small Business which provides engineering, design, installation, commissioning and maintenance of all Outdoor Wireless Solutions.
Aquila³ specializes in turn-key design/build and on-going maintenance for mission-critical systems.
The partners of Aquila³ leverage over 50 years of combined industry experience, in addition to the experience of our various client-partners. Both partners are experienced businesswomen.
Aquila³ exponentially combines the industry experience with project management, technical skills, RF engineering and regulatory compliance to support all aspects of a telecommunications project.
The vision for Aquila³ is to combine the extensive industry experience of the two partners to ensure successful, on time and within budget implementations of our clients’ projects.
Aquila³ has extensive background in both SCADA and Microwave Communications Systems, which is the requirement of the Washington Aqueduct SCADA project. This section summarizes the qualifications of Michelle Holiday and Sue Thomas who will lead the project management and technical oversight. In addition, the last section of the proposed Statement of Work summarizes the qualification of the team.

Ms. Holiday is an enrolled member of the Iowa Tribe of Oklahoma. Her traditional Indian name is Na-Sta-Peme which means “Good Heart Lady” which was bestowed to her by an esteemed Ioway tribal elder.
She is consummate professional and an experienced entrepreneur. She is the founder and President of Michelle Holiday and Associates, a consulting firm specializing in energy policy, infrastructure, governmental affairs, and project management. The firm has provided consulting services for tribes, companies, and industry associations for over 7 years.
Ms. Holiday has worked in many capacities throughout her 20 plus year career. In 2013, she elected to take a voluntary severance from Edison International, the parent company of Southern California Edison, where she was left the private sector as an energy lobbyist and Manager of Legislative and Native American Affairs for over 10 years. Her deep domain experience in infrastructure, energy, renewables, transmission and utilities enables her to work for a variety of stakeholders.
Ms. Holiday also worked for her tribal government focusing on economic development and tribal policy matters. Ms. Holiday is a former Board of Director for the Girl Scouts (GSUSA) National Board, and the National Center for American Indian Enterprise Development and Department of Energy’s Minorities in Energy Ambassador. She is an instructor for the Seminole Tribe of Florida’s Native Learning Center, and a board member of Walking Shield, Inc., a non-profit promoting higher education and housing programs for American Indians.

L. Sue-Thomas is a focus-driven individual who has strong business management and technical experience. Early in her career, Ms. Thomas
served as Chairman of the Science Department and a high school teacher of Chemistry, Biology, Physics and Physical Science. Ms. Thomas later served as director of a large non-profit Christian Camp owned by 45 different churches. Ms. Thomas managed camp personnel, volunteers, camp curricula and fund-raising.
In 1979, she and her husband founded Bear Valley Communications, Inc. (DBA KNS Communications Consultants). Until her husband’s passing in 2010, she oversaw all business aspects of the company, business development, engineering and technical services. Under her leadership, the company expanded to serve international clients in 7 continents and 28 countries.
Ms. Thomas’ expertise is in RF system design, microwave system design, voice coverage map preparation, propagation studies, and large wireless ecosystem design. Ms. Thomas has graduate coursework from the University of Denver in microwave system engineering and telecommunications and graduated from Texas Tech University with a degree and Zoology and a minor in Chemistry.
Both partners seeking growth opportunities formed Aquila³. The new company leverages their extensive business, management and technical experience.
